In the first half of 2024, Spain’s Ministry of Consumer Affairs imposed fines totaling €65,325,000 on online gambling operators.

Illegal Operators Face Severe Penalties


Fifteen gambling operators were fined, with 13 penalized for operating in Spain without a license. These illegal operators were collectively fined €65 million. The companies involved, including Interactive Pro, Stars Cream, and Loveca Sino, were each fined €5 million. Additionally, they are barred from applying for licenses or operating in Spain for two years.

Licensed Operators Penalized for Regulatory Breaches

Two locally licensed operators, Codere Online and Electraworks, were fined €325,000 for violations:

  • Codere Online: Penalized €162,500 for a Facebook ad deemed to appeal to minors by Spain’s gambling regulator, the Directorate General for the Regulation of Gambling (DGOJ).
  • Electraworks: Fined €225,000 for delays in submitting technical requirement reports, accumulating 1,611 overdue days in 2023.

Ongoing Regulatory Crackdown

Since 2021, Spain’s gambling regulator has issued €398 million in fines. Fines for 2024 alone have reached €98.5 million, highlighting the country’s continued efforts to enforce strict compliance in the gambling sector.
